Nominations are being accepted for the Kansas Association of Public Purchasing Professionals’ Manager and Buyer of the Year. The candidate must exhibit high standards of professionalism and ethics and made significant contributions in the advancement of purchasing.

We would like to nominate John Mahin, Purchasing Manager for Johnson County KS Government as the KAPP Purchasing Manager of the year. John has been with the County for just over seven years. He has also been involved in the Purchasing field for many years within the private sector.

The Purchasing Department manages all county procurement activities for purchases over $50,000. John manages a staff of six Purchasing Administrators who process an annual average of 100 bids or RFP’s. As the Purchasing Manager, John creates a positive work environment for his staff and works constantly to support their bids and RFP’s. This past year he has led his staff to receive the “Achievement of Excellence in Procurement” (AEP) award for the second time. The Johnson County Purchasing Division under John’s management is one of only three agencies in the states of Kansas or Missouri to receive this award. John has demonstrated his ability to communicate good principals of purchasing with the NIGP Code Essay in 2008, the Diversity Essay and NIGP Code Essay in 2007, and the Ethics Essay in 2006. As the Purchasing Manager, John also was instrumental in receiving an award from the National Association of Counties (NACo) for the Revitalized Procurement Card Program. He also serves as a chair on the County Sustainability Committee for Green Procurement and involves other departments within the County in this activity.

In addition to all of these activities John has encouraged professional development of his staff by increasing the training budget and supports and encourages his staff to attend any training programs that can assist or enhance their skills. He also backs up his support of continued training by pursuing it himself and since his tenure at the County has achieved both the CPPB and CPPO certification. John is a highly qualified and integral part of the County’s Purchasing Division. He represents the Purchasing Division in making presentations to the Board of County Commissioners, responded to vendor issues and handled all types of internal and external customer issues and complaints successfully. Through his able management the Purchasing Division has become recognized by County Departments as a place for answering questions and providing quality service.
