Carla Bishop

On behalf of the Kansas State University Purchasing Office we would like to nominate Carla Bishop for the KAPPP 2007 Manager of the Year. Carla has been in Public Procurement for approximately 20 years and has demonstrated the skills and talents required to be an effective leader in Public Procurement. Her leadership style is reflective of the words of Teddy Roosevelt, “ The best leader is the one who hires good people to do what needs to be done, and has enough self-restraint to keep from meddling with them when they do it”.

Carla came up through the ranks and has an in-depth understanding of what is required on the front lines. While working full time, she went on to earn a Masters Degree in Public Administration, and currently serves as the Director of Purchasing at Kansas State University. Carla has earned the respect of her staff as well as her superiors. She has the professional ability to insure that the job and goals are met, while also having the compassion to understand and lend insight when needed.

Carla has developed training programs for University Procurement Staff and Business Managers, as well as training for Deans, Directors, and Department Heads to provide a better understanding of the procurement process and procedures, with the belief that through education comes success. She has the personality type that recognizes we have a job to do, but we can also have fun while we do it. Carla is always looking for new areas in the University where our department can add value to the procurement process. In the office she encourages an atmosphere of friendship, mutual respect, and help for each other.

Carla has strong ties to Public Procurement. She has served on the KAPPP Board. She encourages the achievement of Professional Procurement Certification, and is an active supporter of KAPPP . She also encourages participation to serve on the KAPPP Board along with the support of hosting various KAPPP meetings at KSU. She is very supportive and active in NAEP (National Association of Educational Procurement) and has served on their board, and as President hosted the 2005 MINK (Missouri, Iowa, Nebraska, Kansas) Regional Meeting in Manhattan.
